The purpose of the Eagle Board to Review is to determine the Scout's attitude and his acceptance of Scouting's ideals. The Board wants to ensure that good standards of performance have been met in all phases of the Scout's life. A discussion of the Scout Oath and Scout Law is in keeping with the questioning, to make sure that the candidate recognizes and understands the value of Scouting in his home, unit, school, and community. The decision of all boards of review is arrived at through discussion and must be unanimous. The Board of Review is composed of a minimum of three members and a maximum of six members. The members do not have to be registered Scouters, but must understand the importance of the rank and the Eagle Board of Review. The candidate's Scoutmaster or other Troop 3:16 Adult Leader will introduce him to the members of the Board of Review. The Leader may remain in the room and be called upon to clarify a point in question, but does not participate in the Board of Review. This is the highest award that a boy may achieve and, consequently, a thorough discussion of his successes and experiences in Scouting will take place. The Eagle candidate should be full uniform, have his Scout Handbook with him, and be able to recite and discuss the Scout Oath, Law, Slogan, and Motto. He should be able to answer any questions, in detail, about his Eagle Service Project. There is no set of questions that an Eagle candidate is asked, but the Board’s goal is to be assured of the candidate's participation in and understanding of the program. However, the Eagle Board of Review is not so much a test as it is a celebration of the completion of the candidate’s long, challenging, and successful journey toward Eagle. After the review, the candidate and his leader leave the room while the board members discuss the acceptability of the candidate as an Eagle Scout. The decision must be unanimous. If the candidate meets the requirements, he is asked to return and is informed that he will receive the Board's recommendation for the Eagle Award. Immediately after the Board of Review and after the application has been appropriately signed, the application, the service project report, reference checks, and a properly completed Advancement Report are forwarded to the National Council Eagle Scout Server for a final review of the application. If the application is in order, the Scout is then certified as an Eagle Scout by the Eagle Scout Service on behalf of the National Council. Notice of approval is given by sending the Eagle Scout certificate to the WLACC. The date used on the certificate will be the date of the Board of Review. The Eagle Scout Court of Honor should not be scheduled until WLACC receives the Eagle rank credentials. See Also |
